Frances Lillian Skinner, age 82 of Flat Run Rd., Mannington, WV passed away Saturday, June 20, 2026 at the Fairmont Health and Rehabilitation Center. She was born December 24, 1943 in Fairmont, WV a daughter of the late Martha Loretta Clovis and Lawrence Montgomery Thomas, and her step-mother Aldine Jackson Thomas.
She is survived by her husband Robert Skinner, her children, Monty Allen DeWitt of Fairmont, WV and Kimberly Kay Jones Howell (Wayne Howell) of Texas, her step-daughter Joanna Kay Harris of Buffalo, WV, and her grandchildren and great-grandchildren. Frances is also survived by several nieces and nephews.
In addition to her parents, Frances was preceded in death by her first husband Charles Allen DeWitt, a child who passed at infancy, her brother James Lawrence Thomas of Grafton and her sister Shirley Lenore Thomas Yost of Virginia, three aunts, Florence Irene Thomas Smith, Ruth Virginia Thomas, and Betty Clovis Snodgrass, her paternal grandparents Fannie L. Thomas and James Benton Thomas, and several uncles and cousins.
Frances loved flowers and working in the garden as well as canning as she was known as a great cook. She was a pianist and sang in a group for several churches. She loved her family very much!
Family and friends may call at Masters Funeral Home in Mannington on Thursday, June 25, 2026 from 10:00am to 1:00pm. A private graveside service will be held at the convenience of the family at the Thomas Cemetery.

I worked with Francis for several years at Fairmont General hospital. She was always so kind and showed compassion for the patients. My sincere condolences to her family and friends.

So very sorry for your loss, Bob and Monty. I’ll always remember her as being so robust, bubbly and happy. And that happiness would always spread to all who were near her. It really did. Also remember her and Florence cooking a big meal in the kitchen at Flat Run. Several meals. Always making sure you were graciously fed at every visit. She loved sharing memories of her dad. So I know she had to be anxious to see him, and other family members waiting on her in Heaven. What a party I’m sure. Death is so difficult no matter the age. But thank God for the memories, which are now a treasure, to keep close by on your walk while here. Rest in glorious peace Frances.
Rest in peace my friend. You were always so good to my girls and myself. We shared laughter and tears together over the years. You taught me so many things that I have never forgotten. I’ll never forget you.
